The Emergency Management Response System (EMRS) is used by the Veterinary Services (VS) to manage and investigate animal disease outbreaks in the United States. VS efforts are led by Federal and State field veterinarians, animal health technicians, and disease specialists and enlists the help of more than 40,000 federally accredited veterinary practitioners who assist with disease exclusion, detection and control. The EMRS is also used for routine foriegn animal disease and emerging disease incident (FAD/EDI) investigation reporting, as explained in EMRS_for_Routine_FAD_Investigations.htm. The EMRS v1.0 was released in May 2001 and v2.0 (the first web version) was released in Nov 2001. It has been programmed using Lotus Notes. EMRS v2.3, was released Nov 2002, and has incorporated a mapping enhancement. Internet Explorer version 5.5 or higher must be used running Windows 98 or better. A user ID and password is required to access the EMRS data. If you are already a USDA APHIS employee with a Lotus Notes ID, you need to do 2 things:

  1. Select an Internet password for yourself from the USDA Address book while in Lotus Notes. For help on how to do this, click here.
  2. Contact EMRS_Registration_Approvers@aphis.usda.gov to be added to the EMRS access group.

If you are NOT a current USDA APHIS employee and you need to access the EMRS click here, then click on new registration, and fill out the information in the form about yourself to request a user ID and password. If you do not receive a user ID and password via EMAIL within a reasonable amount of time, please contact EMRS_Registration_Approvers@aphis.usda.gov .
